The Media Council of Uganda has released updated press accreditation guidelines for 2026, introducing streamlined processes and new requirements designed to enhance professional standards while making registration more accessible to legitimate journalists across the country.

Eligibility Requirements

To qualify for press accreditation in 2026, applicants must meet the following criteria:

  • Be a Ugandan citizen or hold valid work authorization in Uganda
  • Possess a degree or diploma in journalism, mass communication, or related field (or demonstrate equivalent professional experience)
  • Be employed by or regularly contribute to a recognized media organization
  • Have no criminal record related to fraud, defamation, or professional misconduct
  • Commit to upholding the Uganda Media Code of Ethics
  • Complete mandatory ethics and professional standards training

Application Process

The application process has been simplified and digitized for 2026. Journalists can now apply online through the Media Council portal by following these steps:

  1. Create an account on the Media Council website
  2. Complete the online application form with personal and professional information
  3. Upload required documents (national ID, academic certificates, employment letter)
  4. Submit a recent passport-size photograph
  5. Pay the annual accreditation fee (UGX 100,000 for employed journalists, UGX 50,000 for freelancers)
  6. Attend a mandatory half-day orientation session
  7. Receive digital credentials upon approval

Support for Freelance Journalists

Recognizing the growing importance of freelance journalism, the 2026 guidelines include special provisions for independent journalists. Freelancers can now apply for accreditation by demonstrating a consistent track record of published work across recognized media platforms, even without formal employment.

Freelance applicants must submit a portfolio of at least 10 published articles or broadcast segments from the past 12 months, along with letters of recommendation from two established media professionals.

Digital Credential Integration

All accredited journalists will automatically receive digital credentials featuring QR codes for instant verification. These credentials can be displayed on smartphones or printed on physical press cards. The digital system allows real-time validation of accreditation status, including expiry dates and any restrictions or suspensions.

Renewal and Validity

Press accreditation is valid for one calendar year (January 1 to December 31). Journalists must renew their accreditation annually by December 15 to avoid lapses in credential validity. The renewal process requires updating professional information, submitting proof of continued media work, and completing annual refresher training on ethics and emerging media issues.

Disciplinary Provisions

The updated guidelines clarify the disciplinary process for journalists who violate professional standards. Accreditation may be suspended or revoked for serious breaches of the Media Code of Ethics, criminal convictions, or repeated violations of press regulations. Journalists facing disciplinary action have the right to appeal decisions through an independent review panel.

Training and Professional Development

The Media Council will offer quarterly training workshops on topics including investigative journalism, digital media ethics, fact-checking, and safety protocols for journalists. Participation in at least one training session per year is encouraged and may be required for accreditation renewal in future years.

Implementation Timeline

The new guidelines take effect on January 1, 2026. Current accreditation holders will have until March 31, 2026, to transition to the new system and obtain digital credentials. Early registration is encouraged to avoid processing delays during the peak period.
