New and returning council members were sworn in for the 2025-2028 term during a ceremony held at State House, presided over by His Excellency the President of the Republic of Uganda.

New Council Composition

The Media Council of Uganda's governing body now comprises 12 distinguished members representing various sectors of the media industry, civil society, and legal profession. The diverse composition ensures balanced representation and brings together expertise in journalism, law, ethics, and public policy.

Appointed Members Include:

• Hon. Justice Margaret Tibulya - Chairperson (reappointed)
• Mr. Robert Ssempala - Executive Director, Human Rights Network for Journalists
• Ms. Dorothy Mukasa - CEO, Unwanted Witness Uganda
• Prof. Ernest Rubondo - Dean, School of Journalism, Uganda Christian University
• Advocate Sarah Kihika - Media Law Specialist
• Mr. Charles Bichachi - Veteran Broadcast Journalist
• Ms. Lillian Nanfuka - Digital Rights Advocate
• Mr. Daniel Kalinaki - Editor-in-Chief, Daily Monitor

Presidential Remarks

In his address, the President emphasized the critical role of the Media Council in maintaining professional standards and protecting press freedom. "The media is the fourth pillar of democracy. This Council has the important task of ensuring that journalism in Uganda remains credible, ethical, and serves the public interest."

Council's Mandate

The Council members will serve a three-year term, during which they will oversee implementation of media regulations, handle complaints against journalists and media houses, promote ethical journalism, and advise government on media policy matters.

Key priorities for the 2025-2028 term include expanding the digital credential verification system, enhancing professional development programs for journalists, strengthening self-regulation mechanisms, and addressing emerging challenges in digital media.
